European Union Finance Leaders Gather to Discuss Accessing €140 Billion in Frozen Moscow's Funds for Kyiv Support

EU economic leaders are gathering in the EU capital this morning to tackle the bloc's financial priorities, featuring the increasingly urgent issue of funding for the Ukrainian government.

Zelenskyy States Country's Existence Relies on Partners

Kyiv's leader Volodymyr Zelenskyy stated in a latest interview that the country's survival relied on receiving more funds from international partners.

“I hope, God bless, they will approve the necessary funding,” he stated to media outlets. Otherwise, “We will have to find an alternative, it concerns our surviving. That’s why it is essential very much. We rely on partners.”

European Authorities Pushes for €140bn Reparations Loan

The European Commission continues to aim to persuade participating countries – and Belgium, which is currently blocking the plan due to juridical concerns – to move ahead on a €140 billion financial compensation based on frozen Russian assets.

Commission president Ursula von der Leyen emphasized this morning that this represents “the most effective way to sustain Kyiv's military and national finances.”

Resolution Postponed Until Year-End Meeting

A final decision on the issue has been deferred until the EU leaders’s summit in December, as the financial support required early next year.

Talks Occur Amid Bribery Allegations in Kyiv

But these discussions are happening during a difficult moment for Ukraine, as the president had to move to contain growing public outrage in Ukraine regarding a corruption scandal in the power industry, firing several officials allegedly involved in involvement in a extensive corruption network.

Danish finance leader Stephanie Lose was asked about her response to the scandal, and affirmed that there was commitment to continue supporting Ukraine.

“Of course, The country will have to continuously work with reforms, strengthening every sector of the nation [and] that also applies to anti-corruption … but there shouldn’t be any doubt that Europe stands firmly behind Ukraine,” she stated.

Other EU Events Under Watch

In other news, observers will be keeping an eye on Holland where the parliament convenes to discuss possible directions in the government formation process, the Italy-Albania consultations in Rome giving us the latest chance to witness the remarkable Meloni-Rama dynamics, and a series of high-level meetings throughout the continent, including Nato’s the secretary general's visit to a German airbase.

Much to report on.

It’s November 13, 13 November 2025, and this is Europe Live.

Welcome.
