Britain and France Will Dispatch Troops to the Country if a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The British and French governments have inked a memorandum of understanding concerning the stationing of armed personnel in the nation in the event a ceasefire be struck with Russia, the British leader, Keir Starmer, has declared.

After discussions with Ukraine's allies in Paris, he noted that the UK and France would "create defense centers across Ukraine and erect fortified installations for arms and defense matériel" to prevent any potential attack.

The partner countries also put forward that the America would play the primary role in monitoring a ceasefire.

Moscow has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has not yet issued a statement on this latest announcement.

The Situation and Continuing Hostilities

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in early 2022, and Russian forces presently controls approximately 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our pledge to support Ukraine for the duration," stated the UK Prime Minister.

Heads of state and high-ranking officials from the "Coalition of the Willing" were involved in the Paris negotiations.

He stated at a joint press conference, he further said: "It establishes the framework for the juridical structure under which British, French, and partner forces could work on Ukrainian soil, defending Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the future."

The UK prime minister went on to say that Britain would be involved in any American-headed confirmation of a prospective cessation of hostilities.

Protection Pledges and Negotiation Stances

Top Washington representative Steve Witkoff said that "long-term safety pledges and robust reconstruction vows are essential to a enduring ceasefire" in Ukraine – referring to a major demand made by Kyiv.

He noted the allies had "largely finished" their work on establishing such guarantees "so that the citizens of Ukraine know that when this war ends, it ends forever."

Donald Trump's son-in-law, US President Donald Trump's representative, also was involved in the discussions.

Meanwhile, France's leader Emmanuel Macron said that Ukraine's partners had made "major headway" at the negotiations.

He said that "comprehensive" safety pledges for Kyiv had been reached in the instance of a prospective truce.

President Volodymyr Zelensky said that a "huge development" had been made in Paris, but qualified that he would only view efforts to be "sufficient" if they resulted in the cessation of the fighting.

Recently, the Ukrainian leader suggested a settlement was "mostly finalized". Agreeing on the last 10% would "decide the outcome of peace, the future of Ukraine and Europe".

Unresolved Issues

  • Territory and defense assurances have been at the center of ongoing disputes for the parties involved.
  • Moscow has repeatedly warned that Kyiv's military must retreat from all of Ukraine's eastern Donbas region or Russia will occupy it, refusing any compromise over how to end the war.
  • Zelensky has so far rejected surrendering any land, but has floated the idea that Ukraine could withdraw its troops to an agreed point – but only if Russia does the same.

Moscow presently occupies approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk. The two regions form the heartland of the Donbas.

The earlier US-led 28-point peace plan that was extensively reported to the media last year was perceived by Ukraine and its European allies as being disproportionately favorable in Russia's direction.

This led to a period of intensive diplomacy – with Ukraine, the US and European leaders trying to revise the draft.

The previous month, Kyiv presented the US an updated 20-point plan – as well as distinct documents outlining possible defense assurances and arrangements for Ukraine's reconstruction, the President said.
